Jan 2018-EY filed a H1B amendment when I transferred from one business to another within EY. Amendment was declined today. My original H1 is valid until May 2019. Will the denial impact original h1?

Can the H1-B extension be filed when I am not physically in the US ? I am currently impacted by the travel ban and not sure if I will be able to travel to the US before the current visa/petition expiry.

Currently on H1B and waiting for an offer from EY. Does EY kick start with green card process quickly in special cases. HR said normally it is 1 yr but he has to check with legal team. More inside..
