Can you help explain why a team would be able to afford hiring an individual under PDM at a higher salary but unable to offer the same package under the Traditional route?

For context, I’m currently negotiating for a role and have expressed some of my concerns. My recruiter has been very helpful, but I’d like to better understand the reasoning before making my decision. The offer is $100k for PDM, but $85k max if brought on as Traditional.

Guys, I had very less HRA for April 2022 till August 2022. I was showing 1 lac annual rent .I joined new organisation in sept and now HRA is 43000 per month. Mid level Electrical Engineer in the greater Baltimore, MD area making $115k base w/ $20k sign on bonus. No yearly bonus. I started this job in April of this year. 2-3 years experience. When I onboarded they told me to expect promotion to EE III in about a year. Performance reviews coming at the end of the this year and I’m wondering 1) if my salary is on par with what I should expect 2) how to approach conversations about raises and promotion with my supervisor.
