If you cannot set goals to work towards promotion you need to have that in writing and escalate to your HR partner and your bosses boss. If you know you have good credibility within the firm, getting 2-3 senior people to vouch for your performance goes a long way.

Yes - like two fiscal years later
I don’t want to start from the bottom again.. but tbh I’ll still be analyst 3 even if they promote me. Any advice what to do?

I say this because if you stay too long with no growth, you risk future interviewers looking at your resume and being like “huh she couldn’t get promoted” whereas if you change to something slightly different it’s a “oh she wanted to learn something new”
If there is an Employee Resource Group you identify with seek their help. But overall I would say at the very least move internally. Now. Do not waste your time with that person or that area.
