With zero context, I wonder what is making this person want to get out so soon. Maybe they’re a bad employee. Maybe they have a bad employer.

@Vice President 3 I suspect it’s not the shock of knowing. We all know it was there, it’s the abuse of the authority. So far I’ve seen no complaint about her actual work ethic/performance.
Please please consult with a proper HR professional. There are way to many flags with this to be handled by you solo. Yes there are clauses for moving bonuses and usually a mandate that states that the person would need to stay with the company for a minimum of 12months else have to pay back the moving expenses. The way you have outlined the situation sounds subjective. And in these types of situations the has to be a clear line of objectivity. Again please speak with the HR department, and not take matters into your own hands.
The bottom line is the contract between employers and employees has been disrupted and both companies and employees have abandoned any sense of loyalty to each other. This isn’t a bad thing. It’s just how the economy has evolved. We encourage our employees to keep their own businesses going as long as they get the job done that we pay them to do. As for using company computers. I suppose it’s up to the security protocols but employers are expecting employees to use their own phones as their work phone so the lines between work and private life have been blurred and usually to the detriment of the employee. Now employers are reaping some of the downside of this trend. I think the goal is do what you need to do to make your employees want to stay. You hired them. You must have felt she was a good recruit. Now do your job and mange her so she won’t take the next gig. If you don’t then she’s validated in her search
Kinda sad I’m so late to the party on this one. Glad to see there are so many people in agreement that IT not just spying but then acting like detectives with checking docs appts out isn’t good business practice.
In my view, if your employees are looking for other jobs, be a good leader and mentor and find out what is wrong. Definitely don’t open up with I’ve got screen grabs from your computer. Jesus, I’ve emailed my husband about ovulation... surely that’s more of a red flag. Maternity will cost you more than someone quitting!
A good manager doesn’t get angry when they find out a good/ skilful employee, they worked hard for wants to leave. They sit down and ask a simple question. How are things? I’ve noticed you don’t seem completely engaged. Is there anything we can do about that? It may be totally not work related. Or it might be that they genuinely hate it there. Either way you’ll either learn how to make their work life happy or what to change next time in order to not lose the next employee so soon.
Sounds like your office has a sweet culture of surveillance. Hope she finds something soon. But also sounds like she sucks. 🤷♂️

^^ this. As creepy as it is, a reminder that all online actions are monitored is a good lesson to learn, especially when young and not invested in a job.
Let it play out and have a couple of go to replacements ready. They may be just getting feels for what's out there, not to jump ship. She just started, some second guess their position if it was the right call.
Yelling isn’t ok in a workplace. Its abusive. I believe that and live that. I want to be a good manager and while I’m not perfect or preaching here, my bias favors (and nurtured and mentors) those who want to be here.

And to the original poster. Don’t be too hard on yourself. Your reaction may well be a product of how your line managers treat you/ how others behave.
Just ask yourself what kind of manager you want to be and if you company can support that style of working. Some can’t.
