If you’ve heard poor things about WLB then you might end up in a similar situation with just you making less money. I wouldn’t risk it for a pay cut unless you’re absolutely certain this is what you want to do.

Unless you have a burning platform in consulting, stay and keep looking. This doesn't sound like what you want to do, nor does it sound like a great offer on its own merit.
I'm from a T2. Made it a point to leave during a good project instead of leaving during a bad project. I recommend that regardless of exit... good or bad.
I'd recommend against this exit btw
Jumping from one job you don't like to another one you're not crazy about in a struggling industry and taking a pay cut doesn't sound like a recipe for success. I would hold out for a job you're excited about switching to as long as you can handle your current situation a little bit longer.
Frequently switching jobs is a red flag that may keep you from getting something that would be a great long term fit later on.
