These kinds of things are so company dependent.
I literally moved to a whole new city that was far enough away that they couldn't make me come into the office for this nonsense. I realize that's not very helpful, as most people don't have the option to just pack up and move, so apologies for that. But that's what I did.
Discuss with management whether your workflow change would include a bump to account for cost of living changes since hybrid went into place. Come with numbers explaining the additional travel time taking away from your normal work prep at home and the raising cost of vehicle expenses for the travel. If they push back, ask them what in-person communications they think will be missed by continued remote work.
Fact of the matter is it doesn't matter what reason they give or what excuses they have. They want butts in seats. Remember, they are happy having you live in a cubicle and not talking to anyone throughout the day.

This happened where I work. Most people who pushed back for non-medical reasons were either forced back, quit, or let go. Some individuals with medical conditions were allowed to continue to work from home. The reason for most companies has to do with a few individuals that do not work their 8 hours. They babysit their kids, run errands, and we even had a few never log on except for meetings for days. It was hard to plan meetings etc. Some individuals with expert level skills maybe able to work from home. I would offered to send an email daily with all the tasks I accomplished during the day. I would also offer to be available during a agreed upon core hour schedule.
I would not push back if your commute is 1 hour each way or less. You are expendable. No matter who you are….in a layoff : first to go.
