Hi, I would keep a log . Also, I would also send out an email to the teachers/ grade levels serviced and clearly state/ define your program and let them know what information you need in order to help these students who enter your program. Do this in an amicable manner. I would also cc: your administration so that everyone is on the same page (black and white). In this manner, everyone has been notified of your expectations and procedures that you have clearly defined.
Hope this helps!
Thanks so much!
Have you discussed this with principal? Use your expertise to explain why that is counter productive.
Unfortunately, he does not listen and just allows core content teachers to do what they what with regard to placing students. He is more interested in pleasing the masses than doing what is right. It has been like this for years, so my hands are tied. (I have been the object of his wrath, when I questioned him on this.)

Do you have an MTSS (Multi tier support system) process in place. We have a team that reviews referrals to intervention. Teachers have to show what they’ve done in class first, collect data and then submit to team. We then make a decision about possible interventions needed. We only have 1 intervention specialist. We can’t see everyone. So decisions based on data are needed. We also use this for behavioral referrals as well. Parents are notified and brought in for a meeting with the teacher to discuss concerns and have input on next steps. Maybe show your principal some of the RTI research.
