Removing myself from the debate over whether or not the water breaks are the end of civilization as we know it, the ball must be completely outside the boundary lines before it is considered out. You are seeing a ball that looks out because the majority of the ball is out. That ball is in.

Americans adding water break every 20' is nothing but placeholder for showing more TV ads to generate revenue, classic capitalism ruining the sport experience.
No player is happy with this interruption, especially when the team is playing with momentum.
Teams played in Qatar, in 40 degrees Celsius heat, WITHOUT water break.
Qatar built entire city, allowed free shuttles to / from stadium to fan hotels.
In NYC, $12 ticket to Rutherford is now $175, parking fee anywhere from $150 - $300 depending on how far do you have to walk.
Worse football world cup experience ever, not to mention some countries facing racism as they were subjected to strip search before they could leave tarmac.

It’s a running clock with expected “actual play time” of 45’ per half. Americans adding the mandatory water break is a farce of epic proportions, breaking halves into quarters with the 2nd quarter per half longer bc of added time. Here, that added time is 3’ for the water break + any injury time accumulated during each half, assessed by the center ref based on amt of time stopped before play continues. The more injuries per half, the greater the added time tacked on at the 45’ or 90’
