Every tenant has a “right to quiet enjoyment” for their apartment. Look to see if that’s in your lease. You can use that as a starting point to negotiate lower rent, moving out/ moving units, getting out of your lease, etc.
I know numerous people that pre Covid negotiated lower rent for this. They should have informed you of construction prior to you moving in.

No idea what your building is like but could you see if there’s a vacant unit on a higher floor opposite side and try to negotiate to move there?
Go to the NYC site make sure it is properly permitted and the moment they work over their permit call the police. Make official complaints and you can cause them a nightmare
Try block out curtains. Not perfect but it’ll muffle the noise a little

I had this happen about a year ago. We tried to argue that it was unlivable/they didn’t notify us of upcoming construction but it’s a huge process to get that done. Ended up negotiating a lower rate to just break the lease. Wasn’t the greatest outcome but definitely worth it get out and have some peace in a new place.
This legit just happened to me and I also live on the second floor of my building. They literally gave us 24 hours notice and then told us it would last for 10 months. I’m actually so nervous of what’s to come haha
