Consult legal before doing anything. You do not want to put yourself or the physician in a compromising situation that will be hard to bounce back from or get out of.

Let a lawyer figure out exactly what it amounts to. Don't offer pt. restitution of any kind and then send him away. He will be back and it will be harder for you to explain why you offered restitution - are you guilty and you know it??? Let a legal person look at the entire picture and see what you're dealing with so that he/she can instruct you on the proper way to handle this. In the meantime, don't let pt. keep coming in with his complaints or calling the clinic and asking what is being done. And the treating physician has the right to "fire" this patient and inform him that he needs to find a new GP.
Consult with your Risk Management department if you have one.
