Why? You're not paying it.
Just assume they’re making about 20% of what your salary will be.
I mean, they are providing a service, not doing charity work. It's not coming out of your pocket, so it has zero impact on you. It's none of your business.
That's not how it works, at least in my experience. Your budget for recruiting is separate from your salary budget, which is also bound by your company's salary bands. You can't shuffle funds from one bucket to the other.
Who cares? As long you get what you want...
As far as not coming out of your pocket is that actually true? Or is there room for you to get a bigger bump if they are not paying $20k to a recruiter.
