That can vary a lot. Skill match would be the usual criteria, but that can comprise a lot of things. They may be looking at education and experience, and the hiring manager may have suggested candidates from a specific background. For instance, someone who worked for some notable or particularly relevant companies may stand out and be advanced ahead of others.
That makes sense. The context around experience and background probably helps recruiters prioritize candidates who align closely with what the hiring manager has in mind.
In my experience it usually comes down to skills and years of experience. It also comes down to who will be a cultural fit and that you can usually tell on an initial phone call. But when we hire one person over another, it is usually because of their skill level.
