That's not unusual. Most posts get hundreds of apps in the first 24 hours.
They lost funding. I highly doubt it is because they received too many resumes. If you get 3 resumes out of 100 that are worth interviewing, you got an incredible yield.
If they are a federal contractor they probably need to leave the post up for 5 days so it hits state job boards. By that time’s there is a good chance they have sufficient candidate, though not always. They may also be targeting a specific (often internal) candidate but want to post to comply with internal and external requirements.

We’ve had to pull all recent listing down within a matter of days because we get so many resumes. Once we have ~20 viable candidates we close it.
