Yes. The key is making project plans that the client signs off on that have due dates tied to # of days needed after sign off. Or send a series of escalating emails that presume sign off. “We’ll move forward on x by y date if we don’t hear from you by z date” in the email preview pane

Yes, you’re not alone OP. Once had a very senior client who passively ‘approved’ work for 6 months, didn’t show up to reviews, and didn’t pay attention if he was there. Then one day during a creative review he suddenly decided to “be present” and essentially had us start from scratch. It was their “strategy” to keep the status quo and resist change. When in reality it simply delayed the inevitable and caused strained relations.
Yes it happens a lot unfortunately. They don’t like you managing expectations because then you’re boring, but they can’t work enough with you to meet the deadlines either. It’s fun, isn’t it
