I’ve had good experiences at the Westin - there are many many rooms on the top two floors with walkout balconies with insane views overlooking the tuileriers gardens and the Eiffel Tower. Have been upgraded into them on each of our three or four stays there (as a plat booking on points). It’s not the most luxurious and the interior is maybe a little dated, but for views and location on points you can’t beat it

Westin and get an upgrade to a balcony room so you can sit out and watch the Eiffel Tower
If budget is a non issue Peninsula and Ritz Paris are exceptional (Non branded).
I prefer staying ARR1 and 2.

1. Prince de Galles - there’s none that compare in terms of “best”. Ive also staid at the Le Roch and loved it. Tiny hotel was 2-3 rooms per floor and in a great neighborhood
2. Any of the palace designated hotels - four seasons, Athene, rosewood, park hyatt, Le Bristol, Le Meurice, etc
3. No, it depends on what you want to do and what you’re into

We loved staying at the Hotel Lumen Paris Louvre. It was an amazing location where we could walk to many destinations and their breakfast was soooooo good! It’s a small boutique hotel.

While the Westin provides some spectacular views, its waaaay past its prime. It was up for sale and was supposed to be converted to a Jumierah hotel but that feel through. Apparently the hotel needs about a $200M investment in order to get it up to par. If you like this hood, look at the Le Roch around the corner.

I stayed at the Moxy in Bastille a few weeks ago and used my Marriott points. Pretty easy walk to walk to sights and easy to Uber to and from. Room is pretty basic but if you are just using it to rest and not for any crazy view of Paris it works
