This is a request that should absolutely go to whichever production partner vendor you’ve had the longest relationship with, and paid the most.
Asking a new vendor to do it at cost only serves to cement that vendor in your team’s minds as a cheap, B2B video vendor, and that is the only subsequent work that will be sent their way.

Not based in NYC, but I would try to partner with your most used post house that have an in-house director or even an editor who could direct. Package the whole deal. Offer to accept an assistant editor to cut it together. Or, who do you have in your prod. department or even the creative department that could direct alongside the post house?
We’ve hired a freelance producer to handle our end of year videos and then hired a director, DP, and a few other one off folks like sound person and G&E. Then we use our internal studio for edit.
I do luckily have internal post resources - more concerned about director/shooters/gear/art. Creatives don’t seem to want to direct themselves… think it’s an opportunity for a director/DP.
SP1 has the best idea hit up a production house you’ve used a lot see if they can do it under the budget restrictions. This economy is very scratch our back well scratch yours later too
Otherwise post the needs on LinkedIn… just be honest about budget etc. You will have more than enough freelancers to choose from probably too many
