Doubting my decision to come to industry. Is this the norm? Feels really low as historically variable has been a big enough component for me to pay down loans/invest.

Working for a big insurance provider and currently at a grade 6 individual contributor role and want to get a grade 8 manager role. Managers make 40% more than my current salary on average. 13 yr outside Sales Experience in the B2B space, multiple roles/companies. Current quota is $15MCAD, I usually do not bad in quota but lately has shifted to rewarding medicorciy and "pooling" some numbers countrywide which i really dont like.
