My assumption is it’s Talent Acquisition (HR).
Oh, how do I put this...
I've seen a ton of people claim that they can't get a job due to "ghost listings," and it's never someone I'd otherwise be tempted to hire. 🤷♀️
Incompetent HR won't let the hiring manager see the full list of candidates and keeps sending the least qualified ones, so a hire can't be made. (I've lived this.)
Interview process is painfully slow and starts all over again each time their top candidate picks another employer.
They're genuinely looking, but candidates want more money than they're willing to pay.
They already made an offer, but they aren't allowed to stop the auto-renewals until the offer is accepted.
Multiple open roles, so the LI post just stays up until all are filled.
Infighting.
Everybody keeps going OOO.
Someone insists on signing off who is also freaking impossible to get ahold of.
They realized they need to bring on a new hiring manager before they can decide on the role.
Probably some other stuff I'm forgetting.
