Does he already have a bachelor's degree? If so, then he could do an online masters of accounting program. That would be better than a second bachelor's degree. You could find a job through LinkedIn recruiters.
A masters will give you a good amount of credits for CPA exam. Any you are missing, you could take at your local community college. Check the CPA requirements for your state. Don't waste money getting another bachelors.
Usually recruiting for internships starts around junior year of college with the aim of an internship start date for post-graduation. However chances of getting an internship of course increase with involvement in extracurriculars like Beta Alpha Psi (ideally with some sort of role as well) and some work experience (which it seems your husband has, just try to tie in the soft skills from there into the accounting role)
We aim to do internships the summer/winter prior to completing 150 credits. Ideally, we like to hire our interns for our next entry level class.
We literally have sophomores doing discovery internships now so as soon as he is in one accounting class he should look.
We have all our full time spots filled 18-24 months out, mostly by intern pipeline.
