I actually never answer calls from any unknown number. Too much spam. If they’re legit, they’ll leave a message or text.
If it is an unknown number and I am not expecting a call, I say, "Hello, may I ask who's calling?"
If it is an unknown number and I *am* expecting a call, I say, "Hi, is this [name]?"
Scammers are too sophisticated nowadays to be the first to identify.

This has been legit since the early days of spam calls: If you answer (however you do) and there is a few second delay, hang up cuz that’s part of marketing call technology. It’s probably like an auto-caller that goes through a list, so they don’t have to dial every time.
Otherwise yeah, saying your name to answer is the best I can think of too.
