Yes that is correct if you got a 4 and were on the bench for 4 months of the year before it ended.
Seriously? You can get no raise and no bonus at Deloitte??
OP - sucks, but true. You started off at a disadvantage with basically half a year (yet a cut off that was likely April/May, so ~4 months) and you were benched the entire time. The good news is you're hopefully staffed and it is an anomaly. Happened my first full year in consulting, so be angry for about 30 seconds and move on.
This post perfectly embodies how ridiculous some people's expectations are of consulting. OP didn't make a dime for his/her company, didn't score well on his/her review and wants to know where his/her raise and bonus is.
Yeesh, can we ease up a little on OP? It's not exactly like there were a ton of projects to be staffed on at the beginning of this year. I got a 4 because my utilization was under 50% and my counselor literally said the firm isn't doing well and ratings aren't in your control, especially if you're new and not sponsored.

OP's rating is in the bottom 10% (or lower) of the bell curve, Bain. That's how you can get no raise or bonus.
@D9 - well said! Total agreement.
But D9, the expectation of a raise after 3 months when one has no billable hours is absolute ridiculous.
I see your point but I only found out about no raise/bonus if you get a 4 from a friend - my counselor and managers were very cagey, likely since it wasn't my fault. Plus in other industries, you typically aren't penalized by firmwide problems, like a lack of project opportunities. I was in Finance before this, and wouldn't have gotten screwed like this had I done what I did here - try my hardest to get staffed and spend a ton of time on proposals, networking and recruiting in absence of staffing opportunities.

If you're a solid contributed, you won't get totally hosed when the firm does bad. I got decent raises and AIP in 2008/2009 as a manager when the economy and firm were in the shit with a 2 rating and metrics near target.
