I had an interview with @cognizant all rounds done with HR AND Salary negotiation, after that I sent an email to them related to my offer status. However, they replied me as, we have kept you on hold etc.
And now @cognizant hr called me 3 times for job opening, and I have told them my offer is on hold. Now, they have scheduled interview. Is it for same or new. It's really confusing for me.
If they release old offer what we have discussed or they will interview me again

You want a sign-on bonus every year? Unfortunately it doesn’t work this way this is why you generally prefer a higher base than sign-on bonus.

Seems they knew more about what was going on than you did. The comprime you made is that your base will be lower moving forward. It would be crazy to ask them to use the sign-on when calculating the raise that gets you past even that benchmark.
Are they offering you 88% now? Seems your math is off.
I think 10% in a non promotion year is excellent. I also don’t think your sign on bonus should be considered

The sign-on bonus is likely from a different pool of money than your base, so it'd be difficult to bargain using that.
Also, your comp ratio (in workday this is sometimes called PMR) is based off of only your recurring compensation, not sign-on bonuses - so it's likely that any raise beyond what you got (10% was a lot) would trigger some sort of automated alarm based on this ratio.
