One thing...improve your language and writing skills. This is NOT to "bash" you, but this message - not MASSAGE - along speaks volumes.
In today's frenzied market, you need to be as professional and stand out as possible. There are LOT of people looking for jobs, and the simple typos in this post, if carried over to your resume and how you write to recruiters and hiring people, will immediately get that application thrown in the garbage.
Investing in something like Grammarly or even using spellcheck and proofreading your work before sending it may help tremendously.

If you are not fluent in the native language of a country, your resume is likely pushed out of the way for one that is more fluent. It wouldn't make sense for a French company to hire someone who doesn't know how to read or write in French. That just spells disaster for everyone involved in the email writing and/or publication because they have to go the extra mile to try to understand what you meant.
Seeing your position of electrical foreman technician, I assume you want to progress in your field. My advice, after considering the above, is to try to get certifications or more education in your field.

Answer: To be honest, had you written that outside the context of a career website, I'm not even sure I'd have understood what you were asking.
When it comes to working with employees, communication is the only means by which tasks can be assigned and status can be received. Coordination of multiple employees is also critical to success. You may have exceptional skill in electrical work, but unless you're working with a crew who shares a language in which you're fluent, it will be hard to get things done.
As a Foreman, I would expect that you can communicate both in verbal and written form to all coworkers above and below you in the chain of command.
With respect for your skills and intellect and knowing this is likely just a language barrier, I would say that this post does not represent the ability to communicate well enough in English. FWIW, you managed to convey yourself better than I could if I wasn't writing in English, but I wouldn't expect to get a lot of job offers if I had to submit my resume and cover letter in French or Spanish much less Chinese or Russian.
OP I have been hearing that the job market is really bad and especially for those that are requiring sponsorship because there just aren't that many roles out there. I would try posting in the job referral bowl if I were you and see if you can get any leads in there.

I definitely wouldn’t hire you with those writing skills. Period. In fact, when someone sends a word document instead of a PDF resume, I discard.
