I think it shows persistence and that you’re genuinely interested. Also, the recruiter isn’t the hiring manager or decision maker so you probably don’t need to worry about what they think. They might just be bad at communicating… or there are other internal factors causing them to be slow, like the hiring manager is being slow or is preoccupied with other projects or interviewing other candidates. Could be a lot of things. I don’t think following up after a week of silence hurts tho
Totally agree that it’s ok to follow up after a week, especially after the time you’ve invested in the process thus far
Its in the art of following up, ex: "As someone who values clear communication, I wanted to check in directly with you to inquire about the status of my candidacy. If we are proceeding further, I would appreciate it if you could share the anticipated timeline for the next steps. If, however, the current circumstances indicate a different direction, I understand and I wish you the best of luck in finding the ideal candidate for the role."

Definitely reach out. Perhaps the recruiter can give you more insight into why it’s taking over a week for them to get back to you on each step? I’ve never heard of a company taking a week for each interview round
Update: it took forever because they were expediting another candidate, and was the runner up :(
