At 25 — Roth for sure. Max out the 4% match since it’s free money. Anything beyond that is up to him. No idea what his expenses/debts are like so once he factors that in, just try to save as much as he can.
It looks like supplemental is intended for anything outside of the match, so put the 4% in Roth Basic first, and then any additional percentage put into Roth Supplemental. If he is able to, I’d contribute at least 10% and up it 1% each year to 15%.
