Be careful. You can be luke warm, but there are legal lines you need to walk. Ask HR for advice. Or just don't respond.
I've given very luke warm referrals when the situation has been required. I think they've come across to the recruiter as a professionally worded dissent.

Only if they didn't ask if they could use me as a referral. If they asked, and I don't feel comfortable raving about them, I'll tell them to find another referral. I would never agree to be a referral to someone that I wasn't going to say good things about, and you shouldn't either.
