You want to bring up pay when your old team was laid off and your utilization is low? You got lucky buddy.
I think you are taking the right approach to sit tight until you bump your utilization up.
Don’t be daft and bring up a 20% salary bump for a role that was handed to you to keep you afloat vs laying off. Bring it up once you demonstrate you’re on par or better than the existing managers in that service line.
Not an overstatement if the rest of your team was canned.

You said it yourself. You are spending time trying to catch up with your peer. Even if there isn’t laid off or covid, it simply means your peers can perform better than you do in that service line, hence deserve more.
A 100% decrease could be in order.
