Thoughts on investing in VNQ if you plan to buy real estate in the future?

I am on H1B, and currently based out of bay area, CA. Can I buy property/ real estate in TX or GA for purely investment purposes and use rental income from that to offset mortgage payment and generate cash flow. Is that okay to do on H1B?
