They WILL NEED a visa. I did a similar travel. 🇺🇸 —> Frankfurt —> Munich —> Istanbul. I almost wasn’t let through because I lacked Schengen visa, without which I could not enter 🇩🇪. You cannot catch the Frankfurt —> Munich domestic leg without crossing border control and entering 🇩🇪. So they will need a visa
Correct, THEY WILL need a transit visa. I had a similar route and had to reach out to Lufthansa to change it.

Don’t agree. You need a transit visa only if you exit airport, not if you are within the international transfer terminals. That being said, since OPs parents have two domestic transfers in Germany, they might need a transit visa.

Unless they’re planning to leave the airport during the layovers, a transit visa would not be required despite the multiple layovers

If you don’t leave airport and is booked on same airline you are good.
Need a transit visa else you won’t be allowed onto the Munich connection
