The police? Really? Your management should just fire them and move on.
I’d absolutely not say a single thing to building security or the police. What does behavior in the office have to do with getting caught together in a public restroom anyway? If they want that info I’d refer them to your firm’s legal and HR department. You have zero upside here. Don’t do it.

I would say, do not say anything that doesn’t concern you. You did not know them in any capacity beyond client service work. Calling police on indecent exposure to an office building is bit extreme already and your comment on anything might make it worse. I agree that’s unacceptable behavior at any work place but just to be empathic people make bad choices.

Was this in the United States? Calling the police is a very strange move. It's not clear what law could have been violated, so the people involved could probably sue the police for false imprisonment. What a bizarre story.
Agree calling the police was over the top. But a quick google search will tell you it's illegal in most jurisdictions.

I’m just guessing they weren’t very discrete about whatever they were doing and someone else using the bathroom noticed and complained.
I would not admit that I knew they were together. This seems more like a situation that HR should handle.
If you do have to provide info on their behavior stick to their work behavior that you observed. If they did their job and were pleasant to work with then say that.
It's a public indecency that could be considered a sexual charge if the police would really push the case to its full extent of the law. But again, my personal question to you why would you call the police knowing that they were dating?
