There is no depends here OP. Find an exit route, or you will be pushed out ruthlessly at the first available opportunity. You are now like a near dead body in the desert sun. Either escape, or be torn apart by hungry vultures, that is your firm.
Unless you have a good reason why, it probably will. Utilization is an important metric at the consultant level. A few % variance of actuals is fine but 35% is pretty big
Depends on BD / PD contribution. If all you’re doing is delivery then you’re not paying for yourself. You either pay for yourself by charging hours, selling work, or developing collateral. If you’re focused on delivery and you’re 35% under... well if I were leadership I’d let you go.
Start job hunting to be secure
As a consultant you can’t justify much. Start taking side projects and ramp up the utilization
We don’t care much about utilization but do consider it a market signal on your performance (ie people are doing their DD on you and decide not to staff you)

You must have slipped between the cracks if you haven't been counselled out by now. Serious, when does your fiscal year start?
Make sure you are loading up on firm hours and PRD while you are on the bench AND doing everything possible to get staffed. How long have you been on the bench?
This varies by firm... but for EY, the fiscal year started in July and if you rolled off a project in the summer, it can be be difficult to get placed until late November or as early as next year. Remember, clients aren’t signing contracts every month—there’s a cycle. Having said this, if you’re from EY, and your current utilization is at 55%, then that’s okay. You have time to bring it to ~80-85%. In any case, not sure which firm you’re at, best to start building your brand, begin networking, or have a backup since it won’t look pretty next year for consultants.
P2 what practice are you in?
Well, hold on. Is there a really good reason? Last year I had two projects get canceled, and I ended about 20% under target. But I crushed some firm initiatives while I was on the bench, and my counselor explained the low utilization. I still got a 2 (second-highest rating in our system).
Been on and off bench cumulatively for 3 months or 25-80% utilized each month. Was building proposals and non-chargeable stuff for different partners when part-timing or on bench to build up rapport and reputation as I've only joined the team for 10 months. Just worried about being let go with such an unsuccessful start for a relatively new joiner as compared to other consultants! Not sure they'll consider this at the roundtable though

@p2: thanks. What was your utilization and for how long were you under-utilized before being let go?
42% did everything I could but there was no projects and practice did not sell enough work. I was Under-utilized for about 5 months.
