The issue isn't the 40 hrs part. Its how they're setting target while allocating time for mandatory training, PTO, holidays, and internal work.

Well, if PTO isn’t included in the denominator (it’s not everywhere) then the other stuff isn’t as hard to balance.
That said, early in my career I got reprimanded for having 60% utilization when it should have been 95% (they had never told me what my utilization should be). I responded with “well, I’m working on what I’m assigned and my department does over 50% of our work as internal services. Would you like me to stop working on this list of initiatives you assigned me to, or will you set a more appropriate target utilization rate?”
It shut them up fast and I never heard a peep about utilization again.
40 at Grant Thornton. Your utilization target is a certain % of 2080 hours, where 2080 = 40 h/wk * 52 wks. The denominator does not shrink for bank/federal holidays or time off.
80% is the manager target, 85% is senior associate target.

A better way to phrase the question would be: what is included in the denominator? Ours includes all vacation and holiday time, ie you are punished for taking time off.

It is. It’s even sadder when leadership and hr try to convince us that they want us to take vacation. One of many ways we nickel and dime our employees here.
Based on days not hours. And accounting for vacation, training, etc. in the denominator
