If you own land then you own the land unless somehow you sell it or it gets taken from you. In your scenario all the rest of the land would also be owned by someone or some legal entity. The HOA could be dissolved but that would likely take a vote of the owners or some legal action.

HOAs can set rules on homeowners. But in your scenario, even if no one lives there and all the other homes are vacant, someone still owns them and they would still be voting members of the HOA.
This is a very strange question and I don’t mean this negatively but it seems to indicate a lack of understanding about a fairly straightforward concept. If this piece of property is going to represent a significant financial undertaking for you I’d highly recommend spending a little bit of time with a local attorney or someone else who can provide some basic understanding about these fairly basic principles.
