30 minutes after the majority of the staff is in the office. If your start time is 8am, than 8:30am. Some things need to be discussed right away and this allows time to take care of emergencies, if needed.
8am would be my absolute earliest, and that would have to be a rare exception. I'd have declined that 7am request faster than they even submitted it.
If there's a meeting before 8am, it should be outlawed lol. I think 9 is the best time to start. Everyone needs a little time to catch up on starting their day and getting going.

I work in construction industry. The contractors start work on field around 6.00am so they tend to setup meeting times 7.30am in field to go over field issues
Our office typically does 9AM-3PM are core time for meetings.
For a non-urgent meeting, sure, should be at least 1/2hr after regular start of day.
Anything outside of work hours only for urgent meetings.
8am nothing earlier
Depends on your team. 9:30 for me.
8 am start time meetings happen where I work, I would not call it common though. 8:30 am or later is more the norm.
I start my day at 7 am, so I would rather any meetings be scheduled 8 am or later.

8am is only for very important meetings that really can’t be at another time. I’m usually no more than 9am.
I usually go for 830 to allow for people to get everything nailed down and rolling for the day. No need to be an overachiever when it comes to morning meetings.
9am is the courteous choice
I've done 7am before but that's only because myself and all the others in the meeting usually got in around 6-6:30. Otherwise "standard hours" for meetings are 9am-3pm
7:30am is our start time so no earlier than that
