When an agency makes you an offer and says the salary is actually what they can offer - how much more can they actually offer? 5K? 10K?

I have two offers in hand. KPMG and Deloitte. CTC is almost same whereas variable is more in KPMG. I am inclined towards Deloitte India. But HR in KPMG told me that I won't be able to join KPMG India in future as I accepted their offer. I informed her within 2 weeks and didn't do anything for onboarding.
