I try to be as honest and upfront as early as possible about what I am willing to work for. Sometimes I've waited till the end of the process to hear what the pay rate is and it ended up being way too low and wasted weeks of my life. If they aren't willing to at least meet me close to my target, I'd like to know early in the process and I think being confident is a big part of making that work.
External recruiter, I’m always up front and transparent about my numbers. Before I walk in, I have a very good idea of what the range should be and what my bottom numbers are. From there, I start realistically on the high end and meet somewhere in the middle, assuming the company will negotiate at all.
As the person doing the interview . I ask to be sure the income is in the range of you are looking for. At times it feels like a trick question. Do your research about what the position would pay and be honest with your answers.
If they really like you they will take you at your range. If they are professionals they will post the job range with the post to avoid wasting everyone's time honestly.

I ask them what the job salary range is first then I generally try to tell them my range after that and what can and cannot be negotiated.
