YOE: 13 yrs
Cctc: 13 lpa
Have cleared HCL interview. Initially they offered 23 lpa (via proposed offer letter), but i requested to reconsider it for 25 lpa.
After 5 days, they sent final offer letter of 19 lpa (stating they can offer max 50% as per L4 approval).
Queries:
1. Is this normal or rare case, reducing the offer amount from what quoted initially?
2. Should I accept or negotiate?
I don't have any other offer as of now.

Interviewed by Boeing chennai. Got selected. Sent documents for offer. Initial stage of interview we spoke about budget and agreed. After 3 weeks, so many remainder calls and mails, finally they have responded like budget is problem and we are dropping your candidature. If they are not fine with budget, initial stage itself they could drop. But time wasted.

It's an opportunity for you to reiterate your interest in the role, excitement for the opportunity, blah blah.. HR typically checks in on candidates they like, so take it as a good sign, and give them a response that will increase your chances of getting hired.
How long after the interview did they contact you? If it right after (same day), it might just be an informal courtesy. If it was a day or two later, they definitely would have gotten feedback from the interviewers by then, so it would be a good sign that they're thinking about hiring you.
They’re probably still interviewing other candidates and you’re the top one to beat. So HR is keeping you warm while the team makes up their mind.
They don’t want to lose you to another company if you’re actively interviewing. Otherwise, HR would’ve told you that the team wasn’t interested in you anymore.
Either way I wouldn't read into it much. Once you've interviewed it's all in the hands of the interviewers.

It’s also to see if you have any questions that arose from the interview, like if something new cropped up during the conversation.
what AS1 said - they might be trying to read you. it’s like dating - they’re afraid of rejection and don’t want to ask you to take the job (aka ask you out) unless you’ll say yes.
