Huron, Deloitte, and Accenture in that order.
Other places that you can go to do Higher Ed work are EYP and MBB, but none have a dedicated practice or if they do it's tiny.
OW and EYP are known for EdTech. EYP does a little Higher Ed, and OW isn't a competitor at all in HE.

That's fair, EYP2. I think our scale is different, but if you're doing enough for it to feel like a ton then there's obviously opportunity there.
Huron's HE S&O team probably has 40-50 strategy & ops engagements running at any given time (~150 year). Only about 5 of those are true strategic planning, but ~20 strategic planning engagements a year still seems like considerable volume for Higher Ed. I'd guess that Huron does ~2x more HE S&O work than the next highest volume competitor and is probably top 5 in terms of strategic planning engagements by volume.
Before A2 comes out of the woodwork with quality over quantity, the clientele is the exact same. Presidents/Provosts/CFOs at private R1s, public flagships, and large public systems. Clientele for strategic planning work can vary though from the aforementioned to community college systems.

Parthenon and Tyton Partners are going to be the major strategy players. Huron, Deloitte etc. do work here, but it’s primary implementation, cost analysis etc. Can talk more and connect you with people if you’d like.
At this point, they’re more of a consulting than IB firm. Went from around 20 consultants in 2020 to around 100 now, and looks like they’re continuing to grow. The IB is distinctly lower middle market.

MBB do some education work, but it’s not huge. Parthenon does a lot. Oliver Wymans education practice is exclusively diligence. Tyton a rising boutique in education that focuses exclusively on strategy, including classic strategy, diligence etc.

What exactly type of work do you do in the higher Ed practice?
The type of working you’re describing is more focused on strategy for institutions, more of what Parthenon, Tyton, some MBB do than the operations and implementation work of Huron and Big 4, which will call what they do strategy, but they really just say that for prestige purposes.
