Most people I see come in at that level either know other senior leadership or come in as an acquisition. They need to know you'll drive sales and revenue right from the start so most bring clients or with with them unless they've got a strong non-compete. Trade shows were always a good place to poach high level talent until the last few years.

Usually a senior partner level moves firms and takes their friends with them…getting the crew promotions in the new firm.

I’m not sure how desirable it is when the firm is recruiting the senior leader but I’ve seen several senior partner level recently move firms and their close non-partner level team members joined them with new promotions, some jumping into the PPMD level from a previously SM/D level.
Networking with partners. Usually those roles are for homegrown talent. There are exceptions for those coming from another consulting firm since they can bring desirable client relationships with them. There are also exceptions for those with deep industry or technical knowledge like high-level management or professors/PhDs since they can be SMEs for current projects and proposals.
