Because there is already a shortage
Because sometimes people think having a body in the room is better than nothing. It usually isn’t.
Also - depending on the person it could be an HR/legal matter they are trying to avoid by dragging it out and documenting it well.
And they need chargeable hours
And replace them with who?
The problem isn't that they're not firing poor staff. The problem is there aren't enough staff to be able to fire the poor staff and still get all the work done.
Are you my manager?
Firms and audit teams would actually have to be overstaffed for that to even be feasible. Turnover in this industry is so dang high that cases of being overstaffed are few and far between
Is it possible that your firm is intentionally staffing your engagements with low performing subordinates?
The firm is the slave to its workers. Fight club…
It’s a process. First it takes actually realizing the person is truly bad and actually saying that in performance reviews. Staff often are given the benefit of the doubt until you’ve worked with them for an extended period and realize they aren’t going to get better. So the person might bounce around for a while till the truth catches up with them. For a low performer who has been on the same job for a while and receives a couple bad reviews, it gets addressed (PIP, termination, counseled out).
Hopefully an outlier and rash hiring due to COVID. Hopefully not an ongoing issue. And just to be clear, I have not seen multiple examples of this. This was an example of one individual who I have seen struggling and what that person was struggling with.
