Why is there no work from home in this region? So backwards

Hi There, I’m a Senior freelance Digital PM/Producer based out of Toronto, Canada. I figure with remote work being the norm now, there would be more opportunity to collaborate with US agencies. Has anyone had the experience of doing this? I know some agencies have strict hiring protocol but I am incorporated. Any advice would help! Thank you
