Do they realize they are literally digging their own graves? These new hires are going to fail@in their positions and clients won’t be happy. What do they honestly think they can gain by not promoting people who have proved themselves and instead paying the same amount to someone with 0 experience?

Yeah it's typically cheaper to promote than hire externally so that seems silly.
I’ve been here for 2 years btw, being the only person on my team for a year. Working two positions above my actual level. And see no promotion or raise in sight
And Publicis will only continue to lose accounts when the clients realize they are working with people that can’t handle the work load or have little experience to offer anything
I don’t even have a boss.. I’m an associate and yet don’t have a manager and was just given an actual AD less than a month ago. And she is foreign and is just happy to have a job and doesn’t get into business politics and won’t tell me shit
That's definitely a shitty situation. Keep going to the next level until you hear something. The AD may be telling their boss that everything is A-OK and their boss will (hopefully) want to know if that's not the case. I'm a director and I'd be pissed personally if I found out my associates were this frustrated and my AD had done nothing to bring it to my attention. I can't promise your leads will feel the same but it's at least worth trying.
@OP - for some of the new hires, I know teams are working feverishly to backfill the holes before new biz kicks in. Many names have already been pegged to help on new biz

I feel like you should probably ask your boss(or their boss) to explain that.
When I hire, I'm usually asked whether we can promote someone instead. There are definitely times where I've said no and it's because the existing people don't have the experience I need. And there have been cases where someone comes in and it could seem like they're inept because they need to ramp up on the nuances of the business. Not saying that's your situation but I doubt it's a conversation of "How can we screw the existing team over more?" And I think it's worth it to voice your concerns and understand why promotion wasn't an option. Worst case they have no real reason and in that case I don't know how much I'd want to stay on that team.
Thanks, I plan to bring this to the attention of the VP of my expertise, but also know that this issue has been brought to his attention multiple times. So I know nothing will change. But I’m going to let him know once I give my 2 weeks
