Bill rate doesn’t matter when you charge 528492539 hours. You’ll see what we mean in a few years big guy.
The staff who has the lowest bill rate on the whole team is the one who kills the budget? Sounds like a classic Sr and manager comment.
If a staff breaks the budget, it’s not the staffs fault. It is mismanagement of the person above.
Good thing we have no bad managers in public accounting then.

The flaw of public. Then partners/managers act dumb as to why staff eat hours every single year.

Yeah, this shit is why I did one...and only one...year at the Big Four. What a fucking joke. Go to a real company that doesn’t give u that bullshit. Anyway, if ur stuck there though, I always told my associates this - if u arent sure, bill it. U did the work. If the managers cant charge the proper amount for the work to be done, thats on them and the company. Not you. Dont eat those hours. Fuck them. U did the work, you bill it, and they should honestly know ur capabilities and the true time required to get the project dont. If they dont like it, they can write it off, but a project that goes over budget is their fault. Fortunately, where I am now, we do mostly contingency and our hourly is billed appropriately so you dont have to worry about that crap. AND, theres no such thing as utlitization - you just do the job you were hired to do while you manager ensures you have enough to work on. Wanna come work for us yet??? I know I would...

I feel like I'm busy working around the clock yet still have low utilization becuz partner/director "hinted" multiple times I needed to watch my budget for a notoriously low budget client. WTH am I suppose to do other than eat some hours?
EY3 agreed. If you check in frequently they can’t charge an absurd number of hours. You can’t give instructions once and expect it to be done flawlessly in the time it would take you to do it. Doesn’t work that way. Ey2, The fact that you say staff charge that many hours tells me that you don’t spend time to develop your team

No. Give clear instructions and check in frequently.
Just to reiterate...dont eat hours. Make them explain to their people why they haven’t properly trained u to be more efficient OR why theyre really crappy at budgets.
Staff can definitely kill a budget. But a senior should know what a staff is up to.
Just be above your util target for your level. No one cares if you work a million hours but they do care if you are sitting around not being chargeable
