30 LPA at Walmart (22 fixed) vs 30 LPA at Fractal Analytics (27 fixed). Which is a better choice? 6yoe, Big data Fractal Walmart

Ok, so I have a couple of offers, one kind of lackluster, for the County. The other is for a credit union-I left credit unions a few years ago to join a FinTech supporting credit unions)
I was laid off last month and have had a flurry of interviews…this credit union offer is my favorite so far, I do have another offer I’m waiting for from another tech company which has a much higher salary range, but nothing is written in stone.
Should I counter? The offer is $95k for a project manager.

Please guide.
Should I take 60% hike and move to investment bank (associate-technology ) or take the promotion in current firm in June ( around 20% hike and 5% bonus) to SC. And think about switching later if not satisfied ( might be after 6 month-1 year) to target 80-100% hike? I think I am under paid and under designated.
