I have a offer from Infosys of 17 lpa
But my company wants to retain me and they are giving me an opportunity for Canada onsite in return of retention(no raise or bonus)

I don’t blame you!
A lot of companies/departments have a fixed number of each level of role per organization that tie back to the needs of the group. Your manager likely expected a more senior person to be moving out and that didn’t come to fruition. Or, they expected some new big account to come in that didn’t. If the work hasn’t changed, it’s hard to justify simply giving someone a promotion because they are a strong talent. It’s like buying a 6 bedroom home when you don’t have any kids.
Your boss is a tacky muppet. Liberty does not have money??
Get a timeline or stop expecting it. Managers will say anything to keep you around and not pay more.
