What does it take to get promoted from Level 7 to Level 6 in the SAP Products stream?

I’m an L&E associate entering my 5th year at a mid-sized regional law firm (approx. 400 attorneys). Barred in PA/NJ. Billed 2100 last year but my requirement is 1950. Should I try to lateral into BigLaw or should I try to go in house? Are either of those realistic options for me? I seem to be doing a significant amount of municipal law too, which is not what I expected or wanted at all. I want a life but would also hate to take a pay cut. Interested in L&E. Advice?

Today I got an call from HR that due to economic recession we are going to delay your date of joining by 2 months. My notice period was of 3 months. So total duration would be 5 months.
