No, don't drip your faucets. Especially not the one furthest away from your intake and the ones near exposed north walls.

Multiple places said NO to dripping faucets: City of Houston maintains water pressure by pumping stations, not by water towers, so having everyone with dripping faucets will cause lines to be drained / lots of extra pumping.
Inside your apt, keep the thermostat at 68 degrees, and keep the cabinets under sinks open, to ensure the pipes get warm air. If you have outside faucets (some apts do, like on patios), then be sure to wrap those spigots & keep them warm.
