I think as we have more and more machine screenings of applications and resumes, certs become helpful for getting past the gatekeepers. This is especially true if the job posting asks for certs, or at least mentions them as preferred.
They are helpful for your personal development as they can help you identify and address Knowledge, Skill, and Ability gaps.
But I would not consider them guarantees to land you a promotion or raise. For that, you will want to invest time in social networking with people at work, your industry, and field.
There are several thought patterns on this. Such as if you work at an organization where continuous learning and certifications are must. Medical and educational institutions come to mind. Second, if your firm’s associates value Six Sigma, Blackbelts and the like such as Manufacturing, Law firms or NPOs. Third, is where your particular profession requires demonstrated continuous training as in the Information Management, Language or Fundraising professions. Fourth, there are industries such the financial, insurance and scientific mandating credentialed supporting continuous learning. In short, as an HR Leader it’s important to understand the value of continuous learning and the contributions provided for the enterprise.

I think they help more in some organisations than others. I see them as a nice addition, but I have rarely seen them outweigh strong experience.
