Are there any BA 101 courses that would be useful for producers? I’ve been looking online and not finding any US based ones

I’m looking at a company that’s beginning to build its HR function in the U.S. (they already have overseas teams). What are some questions I should be asking the CHRO or things I should be considering when I evaluate the HR roadmap? How do you evaluate an HR strategy at this stage? I’ve worked at startups, but this would be my first time helping build the HR function.

When should a stub start getting worried about not having much work and low billable hours?
I’ve asked for work but no luck. I know they say this is normal for a stub but when should I start getting worried and consider looking for exit options? Having a tough time getting a Product Manager interview. I have 3.5 YOE in technology implementations for a startup (my client). First 2.5 years were spent building my clients software, most recent year has been as a project manager for them.
