I got a call from Infosys HR on 16-September-2022 that I have been successfully selected for the job position of Test Analyst at Infosys, as per our conversation I have to receive an offer letter within 15 days, but I haven’t received it till now.

I hope you are using ATS resume format while applying to MNCs like Atlassian because your resume is consumed by software like Workday/Taleo before it reaches a recruiter.

About the second part of the question, there is no way to tell what is the company's hiring criteria, unless you talk to the hiring manager/HR.
See if you can find someone in Atlassian and ask them to talk to the manager/HR to find this out.
My opinion is that most companies don't worry about the background of the employee, but more on their current skills, so don't worry too much about being from a Tier 2 college
